     In the case of this stamp as in the case of many stamps with sailing ships the sails and the flags are expressing contrary winds. For a sailing ship to sail the wind must come from behind. That wind will also blow the flags forward. On this ship the wind fills the sail from behind, but the flags are being blown from the front!
