Andorra is a co-principality on the southern slope of the Pyrenees Mountains between France and Spain. It is subject to the joint control of France and the Spanish Bishop of Urgel. Both administrations issue stamps. This stamp was issued by the Spanish administration.
     The very faint dotted line from the border with France (3 dots to the left of the bump) to the Spanish border on the southwest (3 dots above the bump in the lower left corner) probably defines the respective areas of the French and Spanish administrations.
