In 1925 two local stamps were issued by the Department (a state or
province) of Caldas in Colombia. Wilfred Webster said of them, "One of
the great rarities in map stamp collecting" (The Carto-Philatelist
2:1, January 1956, p. 6).
As far as I know they are the first Local map stamps.
There is a local issued by Colombia with a map of northwest Colombia
for the semiofficial service between Bogota and Cali in 1933.
