The stamp issued by Guyana in 1986 "Commemorates the Achievements of
L.F.S. Burnham O.E., S.C. Executive President of the Co-operative
Republic of Guyana 1980-1985." The design features a picture of Linden
Forbes Sampson Burnham, the first president of Guyana. "O.E."
designates a recipient of the "Order of Excellence," an honor in
Guyana. "S.C." may identify him as a "Senior Counsel." Also featured
are an outline map of Guyana and three flags. The middle flag is the
flag of Guyana. The one with red, black and green stripes, in the
back, may be the Pan-African flag (see
http://en.wikipedia.org/wiki/Red,_black_and_green_flag ). I have
not been able to identify the flag in front with light purple and
white bars, a palm tree, and an alligator.
