     Aarão Reis, an engineer from the state of Pará, designed the city of Bello Horizonte, "Beautiful Horizon," which was built in 1853, the first planned city in Brazil. Today Bello Horizonte is the capital of the state of Mina Gerais and the third largest city in Brazil with 2.5 million people.
     The design on the stamp includes a portrait of Reis, and a portion of the plan of the city at the scale of 1:10,000. The stamp was issued to commemorate the centenary of the building of the city.
